Expands the definition of "gift certificate" to explicitly include reward cards, consumer loyalty cards, and promotional gift cards

Removes the exception that previously allowed gift certificates from loyalty or promotional programs to have expiration dates when recipients did not pay a separate charge for them

Maintains existing exceptions allowing expiration dates for gift certificates provided as charitable contributions (minimum 3 years), employee incentive benefits (minimum 1 year), or in conjunction with conventions, conferences, vacations, or events of limited duration

Continues prohibition on postsale charges or fees on gift certificates, including service charges, dormancy fees, account maintenance fees, and cash-out fees

Effective date of July 1, 2026
