Authorizes holders of motor vehicle retail installment contracts and their agents to collect convenience fees for processing electronic payments (credit card, debit card, electronic funds transfer, electronic check)

Requires fees to be reasonably related to the actual expense incurred in processing the electronic payment

Mandates that contract holders must allow buyers to make payments by a method that does not incur a fee, including ACH payments from bank accounts

Prohibits establishing electronic payment as the expected form of payment and requires disclosure of fee amounts and fee-free alternatives before buyers agree to a fee-incurring payment method

Takes effect July 1, 2026
