Redefines "impacted local government" as counties within 50 miles (reduced from 100 miles) of a hurricane track that are listed in a federal major disaster declaration under the Stafford Act

Prohibits impacted local governments for 1 year after hurricane landfall from enforcing moratoriums that prevent or delay repair/reconstruction of hurricane-damaged improvements, except for stormwater management, potable water, or sanitary sewer repairs

Bars impacted local governments from requiring hurricane-damaged property repairs to comply with comprehensive plan or land development regulation amendments adopted after the hurricane made landfall

Allows enforcement of plan amendments or regulations that are initiated by private property owners, required by state or federal law, approved for areas of critical state concern, or implement National Flood Insurance Program floodplain management standards

Amends Chapter 2025-190 to shorten the prohibition period for counties affected by Hurricanes Debby, Helene, and Milton from October 1, 2027 to June 30, 2026, with expiration date changed from June 30, 2028 to June 30, 2026
