Prohibits regional stormwater management systems and water quality enhancement areas operated by non-local governmental entities from providing stormwater treatment or net improvement for seaports not listed in s. 403.021(9)(b), excluding ports in Citrus and Putnam Counties

Defines "regional stormwater management system" as a compensating stormwater treatment method that creates pollution reduction allocations, and requires applicants to demonstrate financial responsibility through performance bonds, letters of credit, insurance, or trust agreements for construction and long-term maintenance

Establishes that water quality enhancement credits can be used by governmental entities and permit applicants to meet stormwater treatment standards or achieve net improvement, with the credit purchaser's legal compliance responsibility transferring to the credit generator

Requires the Department of Environmental Protection to adopt implementation rules by October 1, 2026, and authorizes the department to issue provisional permits for water quality enhancement areas pending rule adoption

Sets minimum service area boundaries at Hydrologic Unit Code 8 (HUC 8) sub-basins for water quality enhancement areas and HUC 12 sub-basins for regional stormwater management systems, with exceptions allowed if applicants demonstrate equivalent treatment for downstream waterbodies
