Defines "food insecure area" as land with at least 20% poverty rate or median family income at/below 80% of state median, where at least 500 persons or 33% of the population live more than 1 mile (urban) or 10 miles (rural) from a supermarket

Defines "small-footprint grocery store" as a store deriving at least 30% of gross receipts from nutrient-dense foods (fresh fruits, vegetables, whole grains, nuts, seeds, beans, legumes, low-fat dairy) and operating in a food insecure area

Authorizes local governments to require mandatory reporting from small-footprint grocery stores operating in food insecure areas

Effective date of July 1, 2026
