Mandates that active ingredients come from FDA-registered facilities inspected within the past 2 years with "Voluntary Action Indicated" or "No Action Indicated" classifications and be accompanied by valid certificates of analysis with testing data

Imposes a $1,000 fine per dose for violations and authorizes revocation of the violator's pharmacy license or permit

Addresses concerns about foreign entities, particularly from China, introducing substandard or contaminated pharmaceutical ingredients into the supply chain for compounded medications
