Mandates ignition interlock devices on vehicles and vessels for repeat BUI offenders, installed at the offender's expense for periods ranging from 6 months to 2 continuous years depending on offense history

Elevates navigation rule violations causing serious bodily injury or death to third-degree felonies (from second-degree misdemeanors) and requires BUI manslaughter convictions to carry a mandatory 4-year minimum imprisonment

Allows driver licenses and identification cards to display a lifetime boater safety identification card symbol at no additional fee, with the Fish and Wildlife Conservation Commission authorized to share completion records with the Department of Highway Safety and Motor Vehicles
