Redefines "low-THC cannabis" to require 0.8% or less THC and more than 2% cannabidiol (reduced from 10%), excluding edibles, and requires qualified physicians and medical directors to renew their course certification biennially

Prohibits medical marijuana treatment center cultivating, processing, and dispensing facilities from being located within 500 feet of parks, child care facilities, and early learning facilities, with exemptions for facilities approved before July 1, 2026

Creates the Neurofibromatosis Disease Grant Program within the Department of Health to award competitive, peer-reviewed grants for research on diagnostics, treatments, and cures for neurofibromatosis

Requires the Department of Health to create an evidence-based educational pamphlet on preterm infant nutritional needs, including information on necrotizing enterocolitis risks, to be available to hospitals by January 1, 2027

Authorizes registered nurses to delegate administration of Schedule IV controlled substances for emergency seizure treatment to home health aides caring for medically fragile children
