Creates the Office of the Homeowners' Association Ombudsman within the Division of Florida Condominiums, Timeshares, and Mobile Homes, headed by a Governor-appointed attorney who serves at the Governor's pleasure

Grants the Division complete jurisdiction to investigate complaints and enforce compliance for associations under developer control, with limited post-turnover jurisdiction covering financial issues, elections, records access, meeting procedures, conflicts of interest, and board member education

Authorizes the Division to impose civil penalties up to $5,000 per offense against developers, associations, officers, or board members who willfully and knowingly violate the chapter, with authority to remove individuals from boards and prohibit future service

Establishes an election monitoring process where 15% of voting interests or six parcel owners can petition the ombudsman to appoint a monitor to conduct director elections, with costs paid by the association

Requires all homeowners' associations to create and maintain an online account with the Division by October 1, 2027, providing contact information, building details, and assessment information in an electronic format
