Establishes the "Safe Battery Collection and Recovery Act" requiring battery producers to join a Battery Stewardship Organization (BSO) with a department-approved collection and recycling plan before selling covered batteries or battery-containing products in Florida, effective January 1, 2028

Defines covered batteries as portable batteries (4.4 pounds or less for non-rechargeable; 11 pounds or less and 300 watt-hours or less for rechargeable) and medium format batteries, excluding motor vehicle batteries, medical device batteries, and lead-acid batteries over 11 pounds

Requires BSOs to establish free statewide collection networks within 3 years of plan approval, including at least one permanent collection site within 15 miles for 95% of residents and one site per 30,000 county residents for portable batteries

Prohibits producers, retailers, and BSOs from charging point-of-sale fees to consumers for battery stewardship program costs, with all implementation expenses funded through producer charges

Mandates annual reporting to the Department of Environmental Protection starting June 1, 2029, including financial statements, collection weights by chemistry, facility information, and education outreach summaries
