Directs the task force to assess private sector retirement coverage gaps, review existing state and national retirement plan models, identify implementation barriers, and evaluate fiscal impacts and funding mechanisms

Mandates an interim report by December 1, 2026, and a final report with actionable recommendations and proposed statutory language by June 1, 2027; the task force expires July 1, 2028
