Permits off-site constructed residential dwellings (manufactured homes) as of right in any zoning district allowing single-family detached homes, prohibiting local governments from treating them more restrictively than site-built homes

Allows property owners and housing organizations to sue local governments for violations, with prevailing plaintiffs entitled to attorney fees and costs, and waives sovereign immunity for such claims
