Requires reporting individuals and procurement employees to file annual gift reports directly with the Commission on Ethics, rather than with their required financial disclosure statements

Mandates that disclosures of honorarium expenses (name, address, and affiliation of persons providing such expenses) be filed with the Commission on Ethics instead of with financial disclosure statements

Applies the same Commission on Ethics filing requirement to individuals and employees who left office or employment during the calendar year covered by the report

Eliminates the previous requirement that former employees file at the same location as their final financial disclosure statement

Takes effect immediately upon becoming law
