Prohibits local governments from requiring building permits for work valued under $7,500 on single-family dwelling lots, except for electrical, plumbing, or structural work

Bars counties, municipalities, and special districts from adopting regulations on backup power system installation that exceed Florida Building Code or Florida Fire Prevention Code standards

Allows local enforcement agencies to conduct in-person or virtual inspections for code compliance without requiring permits, and authorizes property owners to hire private providers for inspections

Requires local agencies to issue written correction notices for noncompliance and limits stop-work orders to immediate life-safety hazards; prohibits failed backup power system inspections from being the sole basis for withholding certificates of occupancy for existing occupied dwellings
