Creates public records exemptions for respiratory therapists' personal identifying information (except name, licensure status, and licensure number) obtained from the Respiratory Care Interstate Compact data system and held by the Department of Health or Board of Respiratory Care

Exempts meetings or portions of meetings of the Respiratory Care Interstate Compact Commission or its executive committee from public meetings requirements when discussing sensitive and confidential matters specified in the compact

Makes recordings, minutes, and records generated during exempt meeting portions also exempt from public records requirements

Includes automatic repeal date of October 2, 2031, unless reviewed and reenacted by the Legislature under the Open Government Sunset Review Act

Takes effect contingent on passage of SB 970 (the underlying Respiratory Care Interstate Compact legislation) during the same legislative session
