Creates the "Florida Age-Gate Act" to regulate non-FDA-authorized nicotine dispensing devices, defined as electronic cigarettes and similar products without FDA marketing authorization under 21 U.S.C. s. 387j

Establishes escalating penalties for selling or displaying non-FDA-authorized devices: first violation $500-$1,000 fine plus 7-day permit suspension; second violation within 36 months $2,500-$5,000 fine plus 14-day suspension; third violation $5,000-$20,000 fine plus permit revocation

Prohibits dealers allowing customers under 21 on premises from advertising, promoting, or displaying non-FDA-authorized nicotine devices in view of minors or visible from outside the store

Authorizes warrantless inspections by the Department of Law Enforcement and requires the Division of Alcoholic Beverages and Tobacco to conduct regular compliance inspections of dealers selling non-FDA-authorized devices

Directs fines collected to the Alcoholic Beverage and Tobacco Trust Fund for increased enforcement personnel, compliance investigations, and public awareness campaigns to reduce youth nicotine use
