Requires both new initiatives to comply with Florida's public records laws, public meetings requirements, and procurement regulations for commodities and contractual services

Designates both initiatives as official Florida Children's Initiatives, tasking them with creating community-based service networks that provide education, healthcare, youth development, employment opportunities, and affordable housing for children and families in disadvantaged areas

Mandates the Department of Children and Families to contract with not-for-profit corporations for evaluation, fiscal management, and oversight of the initiatives
