Prohibits counties, municipalities, and special districts from applying for permits to establish or maintain mooring fields outside their territorial boundaries, and bars counties from applying for mooring field permits within incorporated areas (does not apply to fields approved by all jurisdictional governments or issued final permits before December 31, 2025)

Requires the Department of Health to adopt rules establishing health standards for beach waters and public bathing places, including mandatory 24-hour notification when water samples fail to meet standards

Mandates counties, municipalities, special districts, or the state to issue health advisories within 24 hours when beach water or public bathing place quality fails standards, and to notify the Department of Environmental Protection and local TV network affiliates

Requires closure of beach waters or public bathing places that fail health standards when necessary for public safety, with closures remaining in effect until water quality is restored and health advisories are removed

Establishes mandatory health advisory signage requirements (minimum 16.5" x 30") to be posted at beach access points and conspicuous areas around affected waters, with counties, municipalities, special districts, or DEP responsible for posting depending on ownership
