Florida State Guard active members would receive tuition and fee waivers for up to 6 credit hours per term at Florida College System institutions and state universities on a space-available basis

Florida College System institutions and state universities would be prohibited from admitting students who are not U.S. citizens or lawfully present in the United States, and students must be U.S. citizens or lawfully present to receive state financial aid or tuition assistance

GATE Program eligibility would require completion of at least 300 hours of volunteer service, paid work experience, or a combination before participation

Gender equity plan requirements for intercollegiate athletics would be eliminated, removing mandates for institutions to develop such plans and for annual assessments by the Commissioner of Education and Chancellor of the State University System

Florida College System institutions would be required to maintain a minimum 7% carry forward balance of their state operating budget, increased from the previous 5% threshold for smaller institutions
