Subject to annual recurring legislative appropriation of $5 million for scientific and clinical research grants focused on new diagnostics, treatments, and cures

Universities and established research institutes in Florida are eligible to apply, with preference given to collaborative proposals among institutions, researchers, and community practitioners

Department of Health must appoint independent peer review panels to evaluate scientific merit and establish priority scores, consulting with the Rare Disease Advisory Council before awarding grants

Appropriated funds not disbursed but obligated by contract may be carried forward for up to 5 years from the original appropriation date
