Establishes a universal free school breakfast and lunch program for all public school students in grades K-12, subject to legislative appropriation of funds

Requires all 67 county school districts to participate in the National School Breakfast Program and National School Lunch Program and provide eligible meals at no cost to students regardless of household income

Mandates school districts maximize federal funding by participating in the community eligibility provision or other special assistance alternatives when eligible

Eliminates previous provisions that allowed school districts to charge students for breakfast and only required universal free breakfast in schools where 80% or more of students qualified for free or reduced-price meals

Requires schools to make breakfast available to students arriving by bus less than 15 minutes before the first bell, allowing at least 15 minutes to eat
