Authorizes Florida College System institutions and state universities to sponsor "job engine charter schools," which are charter schools established by municipalities to attract job-producing entities

Allows municipalities to apply to a district school board, Florida College System institution, or state university to convert an existing public school to a job engine charter school

Requires all school district taxes levied within the attendance zone of a conversion job engine charter school sponsored by a Florida College System institution or state university to be provided to that sponsor annually, beginning the fiscal year after the school is established

Defines "attendance zone" as the attendance zone of the public school at the time of its conversion to a job engine charter school

Takes effect immediately upon becoming law
