Expands the boundaries of the Capitol Complex to include East Park Avenue and West Park Avenue, replacing Jefferson Street and West Pensacola Street as boundary lines

Grants the Department of Management Services responsibility for Capitol Center aesthetics and authority to close streets within or adjoining the Capitol Complex with approval from the Governor, Senate President, and House Speaker

Requires enhanced security measures in Capitol parking areas and mandates that long-range planning for the Capitol Center consider security needs and visitor safety

Expands Capitol Police duties to address crime and vagrancy in streets surrounding the Capitol Complex and requires a report to the Legislature with recommendations to enhance safety in surrounding areas

Authorizes six new full-time positions (five officers and one sergeant) to establish an outreach policing community group within the Capitol Police, and permits ex officio law enforcement agents to patrol the Capitol Complex and surrounding areas
