Prohibits labor pools from charging placement fees to third-party users who directly hire a day laborer for permanent employment, removing the previous allowance for "reasonable placement fees"

Requires all labor pools located, operating, or transacting business in Florida to register annually with the Department of Commerce

Grants the Department of Commerce authority to adopt rules implementing the annual registration requirement

Mandates courts to award reasonable attorney fees and costs to the prevailing party in lawsuits brought under the Labor Pool Act

Effective date: July 1, 2026
