Defines "disabled adult" as a person 18 or older with physical or mental incapacitation due to developmental disability, organic brain damage, or mental illness, or with limitations restricting normal daily activities

Penalty enhancements include: second-degree misdemeanor becomes first-degree; first-degree misdemeanor becomes third-degree felony; third-degree felony becomes second-degree; second-degree felony becomes first-degree; first-degree felony becomes life felony

Effective date is July 1, 2026
