Expands the definition of "health care facility" for consultant pharmacist licensing purposes to include health care clinics licensed under part X of chapter 400 that are owned by a hospital or by physicians employed by a hospital

Adds a new definition of "covered prescription drug" as any drug or biologic included in a pharmacy benefit manager's formulary that is paid for as a pharmacy benefit under the plan at any network pharmacy

Modifies pharmacy benefit manager contract requirements to allow provider contracts with designated pharmacies for the administration and dispensing of covered prescription drugs as part of outpatient care, removing the previous limitation to only onsite care and specific drug types (infusions, IV injections, inhaled during surgery, parenteral drugs)

Effective date is July 1, 2026
