Requires all public schools (including charter schools) and private schools to have at least one ballistic shield meeting NIJ Level IIIA standards and one breaching tool (such as a Halligan bar, sledgehammer, or hydraulic breaching tool) on each campus for active assailant or life-threatening incidents

Mandates the Department of Education, in consultation with the Department of Law Enforcement, to establish minimum specifications for the required breaching tools and ballistic shields

Requires at least one school employee or safe-school officer at each school to receive annual training on deployment and safe use of the equipment, conducted in coordination with the local sheriff's office or law enforcement agency

Schools must annually report to the Office of Safe Schools confirming equipment is present, functional, and accessible on each campus, with the office authorized to conduct random compliance audits

Schools may use existing School Hardening Grant Program funds or other state and private funds to purchase required safety equipment, effective July 1, 2026
