Requires municipalities operating water or sewer utilities in another municipality to charge those customers the same rates, fees, and charges as customers within their own municipal boundaries, eliminating the ability to add surcharges

Currently allows municipalities to add a surcharge of up to 25% on rates for customers outside municipal boundaries, with total charges not exceeding 50% more than what in-boundary customers pay

Creates an exception to the existing surcharge allowances specifically for customers located within another municipality's boundaries

Takes effect July 1, 2026
