Creates the Public Swimming Pool and Spa Technical Committee to replace the existing advisory review board, with authority to adopt operational rules and approve variances for public pools and bathing places

Requires Department of Health and county health department employees assigned to pool inspection and regulation to obtain Florida Public Pool Specialist Certification within 60 days of assignment, with renewal every 5 years at the employer's expense

Expands annual inspection requirements for condominium, cooperative, and homeowners' association pools (32 units or fewer) to include compliance with the federal Virginia Graeme Baker Pool and Spa Safety Act and verification of proper flow rates and filtration systems

Prohibits the department from requiring engineered plans for equipment replacements if the new equipment meets original design specifications for flow, filtration, and sanitation, with the pool/spa contractor certifying compliance

Changes permit application standards so the department must deny permits only when there is "clear and convincing evidence" the pool will not comply with regulations, and removes the requirement for applicants to provide "any other pertinent information deemed necessary by the department"
