Expands eyewitness identification procedures by adding new definitions for "facial recognition technology," "filler," "identification procedure," and "show-up" to existing Florida law

Requires law enforcement to document an eyewitness's complete description of the perpetrator before any identification procedure, including viewing conditions such as location, lighting, distance, and any impairments

Prohibits conducting a lineup based solely on facial recognition technology; law enforcement must have independent evidence-based reasons to believe a suspect committed the crime

Mandates lineups include at least five fillers who resemble the eyewitness's description, limits show-ups to exigent circumstances with live suspects, and prohibits first-time in-court identifications without good reason

Requires all identification procedures to be recorded by audio and video, allows both prosecuting and defense attorneys to observe lineups, and requires documentation of the eyewitness's confidence level after any identification
