Requires the Florida Building Commission to mandate that entire building envelopes (exterior walls, roof, doors, skylights, glazing, glass block) meet impact resistance requirements and withstand wind speeds of 160 miles per hour, starting with the 9th edition of the Florida Building Code

Applies to R-1 and R-2 multistory residential occupancies containing sleeping units (hotels, apartments, etc.)

Covers new residences built within 5 miles of the coastal mean high-water line and those constructed in high-velocity hurricane zones

Includes buildings designated or used as hurricane shelters

Extends requirements to rebuilt structures meeting these criteria that were deemed uninhabitable or destroyed by wind, flood, hurricane, tropical storm, or fire
