Revises regulations for personal delivery devices to allow operation on sidewalks, crosswalks, bicycle lanes, bicycle paths, and road shoulders at speeds up to 10 mph on sidewalks and 20 mph on bicycle paths, while prohibiting operation on limited access facilities, in state parks, theme parks, and detention facilities

Requires Florida seaports and commercial service airports to develop plans for obtaining and maintaining critical infrastructure resources including electricity, fuel, and water, with strategies for long-term contracts and contingency planning

Creates the Florida Seaport Maritime Industrial Base program requiring the Department of Transportation to coordinate with the Department of Commerce and federal government to identify and prioritize maritime supply chain components essential to strengthening the state's shipbuilding and vessel maintenance capabilities

Repeals provisions for digital proof of driver license (s. 322.032) and electronic insurance verification (s. 324.252), and limits driver improvement course elections to no more than eight times in 20 years

Prohibits drone delivery services from operating over or delivering to major theme parks or entertainment complexes without express written approval from the property owner, while preventing local governments from restricting drone delivery services on commercial properties
