Expands the definition of "extraordinary collection action" and adds definitions for "medical debt collector" and "medical debt creditor" to Florida law governing hospital billing and collection activities

Prohibits medical debt creditors and collectors from threatening arrest, placing liens on real property, foreclosing on property, garnishing wages or tax refunds, seizing bank accounts, or reporting debt to consumer credit agencies

Allows hospitals to sell medical debt only if the purchasing collector agrees in writing to follow the same prohibited collection action rules and interest limits, and to return the debt if the debtor qualifies for financial assistance

Caps interest on medical debt at 2 percent per year, with debtors eligible for financial assistance prohibited from being charged any interest or late fees

Applies the 2 percent interest cap to court judgments on medical debt, regardless of any other agreements
