Authorizes Florida's commercial and agricultural food processing and cold chain industries to continue purchasing, installing, and servicing R-410A refrigerant equipment through January 1, 2035, despite federal phase-down schedules requiring transition to A2L refrigerants like R-454B

Requires the Department of Agriculture and Consumer Services to maintain records of R-410A equipment installations and submit annual reports to the Legislature beginning January 1, 2027, covering A2L refrigerant safety data, equipment availability, certified technician readiness, and insurance standards

Provides liability immunity to persons and businesses using R-410A refrigerants in compliance with the act until a state-certified safe alternative is fully available

Authorizes the department to coordinate with Florida College System institutions, career centers, and trade associations to expand training and certification programs for A2L refrigerant handling and installation

Establishes that the act represents state enforcement discretion and does not preempt or contravene U.S. Environmental Protection Agency authority
