Phases out aqueous film-forming foam (AFFF) containing PFAS chemicals in Florida: bans non-emergency training use starting July 1, 2026; prohibits sale, purchase, and distribution starting July 1, 2027; and bans all possession and use starting July 1, 2029

Exempts airports, military applications where alternatives don't exist, emergency firefighting when alternatives are unavailable, and approved retrofit projects from the 2029 possession ban

Requires entities possessing AFFF to report inventories to the Department of Environmental Protection by July 1, 2026 and submit disposal plans by July 1, 2027

Authorizes civil penalties up to $10,000 per day per violation and grants the department authority to seek injunctive relief for enforcement

Mandates quarterly PFAS sampling of biosolids and treated effluent by public wastewater facilities with flows of 25,000+ gallons per day, with results submitted to the department for informational purposes until federal standards are adopted
