Expands the Linking Industry to Nursing Education (LINE) Fund to accept nonmonetary contributions from health care partners in addition to monetary donations, with monetary contributions receiving priority for matching funds

Allowable nonmonetary contributions include donated use of health care partner employees as instructors or preceptors, use of space or equipment, and donated educational or simulation equipment

Broadens authorized uses of funds to include increasing program enrollment, completion rates, licensure exam passage rates, internships, and expanding or upgrading existing facilities for nursing education

Requires nonmonetary contributions to be quantified at fair market value and prohibits proposals from consisting solely of nonmonetary contributions

Authorizes the Board of Governors and Department of Education to make multiyear awards for up to two additional academic years following initial approval, subject to continued appropriations and health care partner contributions
