Creates the First Grade Summer Reading Immersion Pilot Program for 3 school years beginning in 2026-2027 to help students who completed first grade and are at risk of reading deficiency

Defines at-risk students as those who scored Level 1 on the midyear or third administration of coordinated screening and progress monitoring assessments

Requires the Department of Education to select two school districts to participate and develop a program minimum of 6 weeks focusing on phonemic awareness, phonics, fluency, vocabulary, and reading comprehension

Participating school districts must invite eligible students, administer the program per department guidelines, and report on student learning gains and participation rates

Mandates a final report to the Legislature with student outcomes, participation rates, and policy recommendations, after which the pilot program expires
