Authorizes the Governor to execute a compact with Alabama, Louisiana, and Mississippi to join the Southern Rail Commission, an interstate body established by Congress in 1982

Creates a joint commission to study the feasibility of rapid rail transit service between the four states, with membership including each state's governor, a transportation department representative, and five governor-appointed citizens serving 4-year terms

Commission would have authority to hold hearings, conduct studies, acquire federal and private funding, and advocate before Congress for passenger rail initiatives

State legislature may contribute funds to the commission at its discretion, with no binding appropriation requirements

Any party state may withdraw from the compact with 6 months' notice; effective date is July 1, 2026
