Prohibits the use of autonomous vehicles to deliver commercial goods directly to residences or businesses for use or retail sale unless a licensed human operator is physically present in the vehicle

Requires the Department of Highway Safety and Motor Vehicles to submit a report to the Legislature by January 1, 2031, or 5 years after autonomous vehicle commercial deliveries begin, whichever is later

Report must evaluate autonomous vehicle technology's impact on public safety and transportation sector employment, including data on technology disengagements, vehicle crashes, and recommendations on whether to maintain, amend, or remove the human operator requirement

Department must consult with Florida Highway Patrol, Department of Commerce, Department of Transportation, and independent experts when preparing the report

Effective date is July 1, 2026
