Creates the Cybersecurity Experiential Learning Program under the Department of Commerce, beginning in the 2026-2027 fiscal year, subject to legislative appropriation

Requires 10% of appropriated funds be used to contract with Cyber Florida at the University of South Florida to design the program and plan expansion to additional sites

Directs Cyber Florida to identify impactful internship opportunities aligned with NIST recommendations, review best practices from National Centers of Academic Excellence in Cybersecurity, and recommend student qualifications for enrollment

Allows program funds to cover student security clearance processing costs and permits multi-year contracts with Cyber Florida to administer statewide disbursements to participating institutions

Mandates annual reports to the Governor and Legislature beginning January 15, 2028, detailing student participation, job placements, credentials earned, and program improvement recommendations; program expires July 1, 2032
