Redefines "hemp extract" to exclude delta-8, delta-10, hexahydrocannabinol, and other synthetic cannabinoids, and limits total delta-9 THC concentration to 2 milligrams per serving or 20 milligrams per container

Prohibits sales of hemp extract at unpermitted locations, street sales, and festivals, and bans businesses selling hemp products from operating within 500 feet of schools, daycares, gas stations, or other hemp retailers

Bans hemp and hemp extract products that are "attractive to children," including those shaped like cartoons, animals, or resembling branded candy/snack products, and prohibits any color additives

Requires businesses to store hemp products out of customer reach, maintain 3 years of supplier and lab testing records, obtain department preapproval for advertisements, and submit to random unannounced inspections

Appropriates $2 million to the Department of Law Enforcement for testing equipment, with third violation of sales-to-minors provisions resulting in mandatory license revocation
