Allows judges to issue a summons or notice to appear instead of an arrest warrant for misdemeanor offenses if the judge believes the person will appear and special pretrial release conditions are not necessary to protect victims or the community

Expands warrantless arrest authority for law enforcement to include violations of injunctions for protection against stalking or cyberstalking, driving under the influence (DUI), and boating under the influence (BUI)

Broadens grounds for issuing search warrants to include blood samples as evidence in DUI/BUI cases, domestic violence violations, and misdemeanor crimes involving the use or threat of physical force or violence

Changes the requirement that judges "shall" issue a summons for certain misdemeanors to "may" issue, giving judges more discretion when they believe special pretrial release conditions may be necessary

Takes effect July 1, 2026
