Requires the Agency for Health Care Administration to establish practice parameters and protocols for early periodic screening, diagnostic, and treatment (EPSDT) services for behavioral and mental health screenings for Medicaid participants from birth through 21 years of age

Mandates the use of validated, age-appropriate, trauma-informed diagnostic tools based on nationally recognized clinical practice guidelines for pediatric behavioral and mental health screenings

Authorizes health care providers to utilize mobile response teams, community mental health centers, behavioral health hubs, and other qualified providers for consultation, medication management support, and patient referrals

Requires health care providers to give parents or legal guardians information developed by the Department of Health on sleep, screen time, and nutrition

Directs the agency to adopt performance measures by January 1, 2027, and submit annual reports on performance measures and outcome data to the Governor and Legislature beginning January 1, 2028
