Creates section 624.341, Florida Statutes, requiring fingerprint-based criminal background checks for incorporators, subscribers, officers, employees, contractors, stockholders, directors, owners, members, managers, and volunteers involved in organizing, operating, or managing insurers in Florida

Requires the Department of Law Enforcement to accept and process fingerprints, conduct state criminal history checks, and forward fingerprints to the FBI for national background checks

Mandates that all fingerprints be submitted and entered into the statewide automated biometric identification system for ongoing monitoring

Places all costs for state and federal fingerprint processing and retention on the individual submitting the fingerprints

Authorizes the Office of Insurance Regulation to use criminal history records to issue, deny, suspend, or revoke certificates of authority, certifications, or licenses to operate in Florida

Effective date: July 1, 2026
