Creates the "Reproductive Freedom Act" establishing a fundamental right to reproductive health care, including contraception, sterilization, abortion care, family planning, and fertility services

Prohibits the state from denying or interfering with an individual's access to reproductive health care, and bars law enforcement from harassing, discriminating against, or prosecuting individuals for providing, obtaining, or assisting with reproductive health care

Provides immunity from civil liability for individuals exercising reproductive health rights or assisting others in doing so

Declares that a fertilized egg, embryo, or fetus does not have independent rights under Florida law

Repeals existing statutes on prohibited use of state funds (s. 286.31), medical conscience rights for health care providers (s. 381.00321), and restrictions on consent for certain activities (s. 765.113)

Supersedes any conflicting provisions in chapter 390 (Florida's abortion regulations) and preempts local governments from enacting more restrictive regulations
