Florida Department of Transportation must conduct a statewide study on advanced detection and monitoring systems (sensors, cameras, data analytics) at public railroad-highway grade crossings

Study must analyze technology effectiveness, costs including installation and maintenance, interoperability with existing systems, and criteria for identifying higher-risk crossings

Department may consult with railroad owners, local governments, transportation safety experts, academic institutions, and federal agencies during the study

Report with findings and recommendations due to the Governor and Legislature by December 1, 2026

Report may include policy recommendations but cannot recommend or require mandatory installation or upgrades of railroad crossing technology
