Defines "marriage fraud" as knowingly entering into a marriage to evade immigration laws while engaging in violence, manipulation, abuse, coercion, or emotional or financial harm, when the perpetrator is not a U.S. citizen

Establishes procedures for temporary ex parte injunctions (up to 15 days) when immediate danger exists, with full hearings required before expiration; final injunctions remain in effect until modified or dissolved

Requires clerks to transmit injunction copies within 24 hours to relevant sheriffs, law enforcement agencies, and the State Board of Immigration Enforcement for coordination with federal immigration authorities

Willful violation of an injunction constitutes a first-degree misdemeanor; a third or subsequent violation against the same victim becomes a third-degree felony
