Allows clerks of circuit courts to retain funds previously required to be remitted to the Department of Revenue for deposit into the General Revenue Fund across numerous service charges, filing fees, and court costs

Authorizes the Florida Clerks of Court Operations Corporation to submit quarterly reimbursement requests to the Justice Administrative Commission on behalf of all clerks for filing petitions, orders, appeals, and summons at $195 per filing (increased from $40)

Modifies traffic violation fine distributions by increasing the percentage deposited into the fine and forfeiture fund and decreasing the percentage paid to municipalities (from 50.8% to 28.2% for municipal violations)

Eliminates requirements for clerks to remit portions of various fees to the General Revenue Fund, including fees for appellate proceedings, certified copies, eminent domain deposits, subpoenas, court bonds, record searches, and file expungements

Removes the requirement that 50% of cumulative excess funds in the Clerks of the Court Trust Fund be transferred to the General Revenue Fund, allowing those funds to be used for clerk budgets instead
