Authorizes the Department of Highway Safety and Motor Vehicles to share driver license images, signatures, and data with state agencies and contracted third parties for fraud prevention and identity verification purposes, with the licensee's consent

Third parties providing identity verification services must operate under department contracts and state agency regulation, and data must remain in the department's possession

Prohibits third parties from retaining or selling licensee images, signatures, or data without consent, and bars retention of IP addresses, geolocation data, or other location/computer identifying information

Requires all revenues from interagency agreements and third-party contracts related to identity verification services to be deposited into the Highway Safety Operating Trust Fund

Takes effect July 1, 2026
