Requires the Department of Highway Safety and Motor Vehicles to establish a secure online portal for law enforcement, tax collectors, and the department to verify, record, and process license plate seizures and confiscations

Allows disabled veterans to retain their unique alphanumeric license plate designation when renewing, reissuing, or transferring the plate to another vehicle they own

Permits applications for disabled parking permits and license plates to be made directly to tax collectors, who may issue plates immediately on demand

Prohibits manufacturing, selling, or affixing any cover, film, or overlay to license plates that obscures or alters the plate's legibility, color, or design

Requires renewal or replacement driver licenses and ID cards ordered through the state's online portal to be fulfilled by the tax collector in the applicant's county of residence, with the $6.25 service fee remitted to that tax collector
